Whatever it is it doesn't seem to be a deterrent. We're awash with drugs.
Does China, with its draconian punishment for similar offences, have much less of a drug problem?

In China they execute people for fraud but it doesn't stop China from being the dangerous products capital of the world - children's cough medicine sweetened with antifreeze springs to mind.
No deterrent sentence works unless the crime is premeditated and the offender thinks he may be caught. If the clear up rate is very tiny, or he believes it is, he'll take the chance. Hence the story about pickpockets working in the crowd at public executions of pickpockets.

Also, it's common for drug mules to be told by their employers that there's nothing to worry about because even if they're caught nothing will happen to them and they'll soon be deported. The naive souls often believe that..Sentences here are quite severe and first offenders get little sympathy but the drugs keep coming, most of the drugs coming in undetected (Customs believe)

China recently executed someone who was involved in a company that produced adulterated milk used in baby food. It's also executed public officials engaged in taking bribes and in other corruption. It remains to be seen whether officials now believe they'll be caught and stop their abuses. A good many must be sweating about past misdeeds which may now come to light!
I know someone who got ten years and was will be deported after serving the time.

Please_sir,Aspergers Syndrome is NOT a mental illness,it cannot be cured and doesn't just occur when someone is faced with a death sentence for committing a crime,it is present from birth but in many instances is not diagnosed until much later in life.

"being 22 with a mental age of 10 is a mental illness i assume he was born with but cant say for certain."

This really isn't the case please_sir,mental illness is something like schizophrenia, depression, bipolar disorder, borderline personality disorder, etc. They are usually caused by chemical imbalances in the brain and can be cured or controlled with medication.Having a mental age of 10 is irreversible and cannot be classed as mental illness or mental health issues.
In this Country of "real tough" Justice,I would say about 6 weeks(Suspended for 2 Years) in an Open Prison.
