Last year, Jack Straw said he did not have the right to grant Michael Shields a pardon. This as challenged by his supporters, and in December 08, it was established that he does in fact have the power to grant a pardon.
Perhaps because, whilst JS could, this guy is serving a sentence here from a properly convened Bulgarian court.
They may have got the wrong decision originally, but why does that give the British legal system to say 'now you've kindly allowed this guy to spend his sentence in the UK, we are going to ignore your legal process and let him go free'. Its for the Bulgarians to declare the pardon.
