Yet another example of someone breaking the law and refusing to accept the consequences. How hard is it to close your bin anyway?

No doubt he'll offend again until he gets locked up.
glad the authorities nipped this in the bud, this guy's a dangerous criminal who needed to be stopped. He just looks the type, shifty eyes etc, I bet he also puts his garden waste in the wrong bin!

Can someone tell me when this became a criminal offence?

It was deemed a criminal offence when he refused to pay the on the spot fine. Had he paid that, then no further action would have been taken, but I mean, his lid was open 4 inches??? ffs where was the discretion? What do his local council expect when they only empty bins once a fortnight?

well we've had the Health and safety Mafia, now we've got the bin mafia! It does seem harsh, common sense is becomming very scarce these days!

Like when I called the Police on Sunday to report someone breaking their bail conditions for a serious assualt.

Councils say "Don't overfill your bins otherwise we will fine you".

Man overfills bin.

Man is fined.

Man complains to papers.

Man is pictured with his partner and baby. Baby is playing with top of bin...which is still overflowing.

Man appears to be a complete plank.
You couldn't make it up could you, you have to laugh, if not you would cry at the crazy way things are going. What a waste of time and money taking something so stupid to court.
I can't help but think that an official warning would have been the best course of action, followed by a fine afterwards if it happened again

You have to draw a line somewhere, and the only sensible place to do that is a closed bin lid. 4 inches does sound stupid, but what else can you do? Set a 5 inch limit and then send the inspectors round with rulers? Allow anything as long as it isn't on the floor, and then have a 10 foot jenga tower of rubbish up the wall?

The man was an idiot for not paying the fine, and the council inspector was just doing the job he was paid to do.
Obviously this person isn't going to make the mistake of leaving his bin lid 4 inches open again - he's more likely to go and fly tip any excess rubbish in future. Well done the council - an excellent result there.
What I want to know is...why is he using a 'Cardiff' bin in Cumbria??

It's a conspiracy delboy. The Bin was planted by MI5 on the orders of Prince Philip. Clearly it used to belong to the prince of Wales and the Royal family could not tolerate this rogue bin. It was probably the papparazzi filling it with their empty sandwich packets that caused the overflow. I bet the bin man was pi55ed as well.
I don't understand what he is complaining about. The bin was over by 4 inches and so he must pay a fine. What exactly is he complaining about?
This is England. We don't make criminals out of people who overfill their bins. That is the complaint.

Saying that he was criminalised because of failing to pay a fine is just burying your head in the sand.

England is being slowly destroyed.

But what if everyone overfilled their bin? If the rule is not to overfill, then you don't overfill. Simple as that. Perhaps he needs some education on recycling and reducing his household waste. Everyone else seems to manage ok.

I don't particularly want to drive on the left but as that is the rule, I have no choice. If everyone were to do as they please then the country would collapse.
Perhaps the Council should offer larger bins to families. What with being able to fill them with old catalogues, newspapers and unwanted mail that comes through the door - they're half full before you even start, and not everyone has the ability or transport to take such waste to a recycling centre. This story is just another example of things gone mad. I think Councils are full of people on inflated wages, who're just a little "sandwich short of a picnic" - but of course, they're just following orders from the even dafter ones higher up!
Re-education on how to fill a bin? The country will collapse if we don't put a stop to it?
