No, they can not. Sea monkey are Brine shrimps Artemia, the eggs of which are commonly sold as a sea monkey's culture mixed with salt.

They live in the briney lakes and are one of the staple foods of the flamingo. The eggs are like brown grains of sand and frequently the lakes dry up in the summer and the wind often blows the eggs along with the sand for many miles. The eggs can remain dormant for years and if they happen to land in water which has a minimum salt level, they can hatch as quickly as 18 hours. This may be responsible for the myth that they rain down.
