the neighbour i am ajoined to has a broken fence and i would like to know if she can sell her house without a secure boundary

Yes she can - only if there has been a dispute does she have to declare it. She also has to state if anything needs repairing to the best of her knowledge - I'm sure the new owners would be keen to get it fixed when they move in.
