What can be done to protect the children at risk from these kinds of people?

Is there anythng to stop him going and doing the same thing elsewhere?

Castration?
Exactly, but I dont suppose the liberal left will agree with you. Dont want to affect his human rights now do we.
In my opinion, in cases of multiple offences, either lock 'em up for good or enforced castration. They could be given the choice.
judging by recent performance of the home office concerning offences committed abroad, the authorities will lose his file, then usher him to the nearest school.
Actually chemical and surgical castration are seriously being considerred more and more.

It's not the universal cure you might expect but it helps.

I think there was a study in Denmark where 8 offenders volunteered for surgical castration in return for shorter sentences.

They saw a 10% reoffence rate but most others have seen better
