Is a six-maile-an-hour man characterized by slowness in doing things? Or the phrase signifies something else? I found it in the following passage by Goldsmith:

"Dunbar: Seward was what I'd call strictly a six-mile-an-hour man. He'd bike over here to my boatyard in the morning if he felt like going fishing. �"
