During extreme cold weather on start up until engine warm or after about one hour's driving my speed indicator sticks at 50 mph and the lcd mileometer goes blank

Condensation ! Take it apart, dry it out, and then try to prevent the moisture getting back in again (not easy). You bought a Rover. Why moan about trivial faults ? Wait untill you have something big to moan about !
