In as far as it addresses the first part of its remit its "experts" (try finding them on Google) deliberately impede effective action by denying any specific connections, common causes or obvious similarities between the recruits and the causes to which they're conscripted and conveys the veiled threat that any such attempts could amount to an illegal attack on minority groups.
