Personally I think it is a great idea, there is nothing more annoying than someone sitting a table speaking in a loud voice, or a date sitting next to you always looking at their phone very off putting I hope this catches on.
What do others think?

I think that people who can't do without using a phone while dining out....should be shown the restaurant's door!

Not bothered. I don't know where you eat and drink but never witnessed someone speaking loudly in a restaurant.

Remember many people in restaurants have children at home and have their phones out just in case they contact them.

I think most people can manage it perfectly well. But some people need their phones.
Interesting - people are to be rewarded for simply using their manners.

Can I get fifty per-cent off if I use the correct cutlery and eat with my mouth closed?

Why not leave the telephone number of the restaurant with the babysitter ?
Before mobiles, I always let the number with the hospital switchboard.

What about people who have the courtesy simply not to use their mobiles while dining - why don't they get a discount?
I think if my date was constantly checking their phone,I'd be gone before the main course arrived and they wouldn't notice.

Not if I have read the link correctly.

Discounts are offered to diners to who give up their mobiles and have them locked away for the duration of their visit.

There is no mention for discounts for people who are simply adult enough to know their manners, and leave their mobiles off the table.
Andy...the "courteous mobile users" will still be courteous and all they have to do to get the discount is to hand in their mobiles.
I use my phone to check the time more than a anything else.

It depends on the establishment. We all went out for dinner on Saturday and I didn't moan about some of them staring at the tv watching the rugby.
