Mobile phone technology should ensure that a phone cannot be used whilst a car engine is running. There should be some kind of blocking system built into the phone or the car.
What about the passengers?
You can ask if another car,not yours , is insured here

It costs £4 a time. You are supposed to have a valid reason but there are no checks made on your ID.
It'd be a bit hard on passengers though on a long trip, Tilly
The car will stop if necessary. What did we do before moblie phones? Goodness me!
We got very bored and said 'are we nearly there yet?' over and over again...
.......and we still got there.

I'd much rather they play on their phones tbh.
Playing on the phone is different from answering an incoming phone call. Passengers can play all they like, the driver cannot!
Tilly my phone has 'Bluetooth' it links to the car as soon as I get in and am carrying the phone. If I get a call it comes over the car radio speaker. I just have to touch any button on the radio to take the call. I don't even need to look at the phone, there is a microphone in the car's entertainment system that picks up my voice. It's 100% hands free you don't need to even look at the phone and you just speak as if talking to a passenger. It even displays the caller ID on the car radio where it tells you the name of the radio station you are tuned to. If the radio or cd player is off when a call comes in it automatically turns it on! All smart phones with Bluetooth can now do this if the car system allows it. I can even ask the phone to call one of the numbers on the phone list just by saying '' Please call Fred Bloggs'' or whoever! again no hands needed!
Divebuddy, before we had mobiles, if we needed to make a phonecall, we would stop the car and do so. Why is it unrealistic to expect that to happen again?
It automatically calls 999 if it detects a crash as well!
That's useful, Eddie.
Tilly have you tried looking for a phone box recently? They are as rare as hens teeth! I don't know a pub or shop that has a pay phone now they have all gone due to the mobile revolution.

So we can't stop to make a phone call and so we make a phone call whilst driving? Cobblers.
If I needed to answer a call I would pull in and phone them back.

Very sensible, Ummmm.
