The sources in this article are a little sketchy to say the least. But if such an inquiry did happen, what would be the consequences? Moreoever, do you think the government has violated the rights of the disabled?

Sounds good. A secret enquiry into unspecified allegations by a toothless organisation that nobody pays much attention to.

So to answer your questions:

1. I doubt anything will happen as the UN cannot tackle civil wars and famine so it's doubtful they can impose any sanctions against the UK for failing to provide the correct ratio of disabled toilets (if indeed that's what the allegation is).

2. I think the UK has gone much further than most countries in providing facilities for the less able and ensuring they have the same rights as everybody else.
