Most surveys say there was no surge.

That is 39,000 a year in that small area alone. Difficult to believe when the national recorded level is 45,000.
the coaches referred to arrive in north-west London on friday evenings, and have done so for at least 4 years. there are up to six per week, depending on the week-by-week demand. the drop off point is roe green park in kingsbury. there have been complaints of anti-social behavior as the bus travelers fetch up in the park and sleep rough until they get established. however the police (and local authority officials) have always found the temporary residents well-behaved and no law-breaking has ever been witnessed (not sure using the bushes as toilets is illegal though). generally the visitors linger for just a few days before drifting away, the boroughs of harrow and brent have the biggest Romanian population in London.

The number in the UK rose by 47,000 last year, after rising by 45,000 in 2013.'

It then says, 'In the year to June 2014, the latest available data, IPS figures show, 32,000 migrants from the two countries arrived in the UK.' Is that not a reduction?

It is quite a confused article.
The figures are from different organisations and they are measuring slightly different things.
