in blanking out the car registration plate on the still picture when 3 seconds in the video shows the same car in all its glory?

The blue car may not have belonged to the resident in the video and the headline reflects that residents views.

So, if the story criticises the Council and the blue car turns out to be a Council employee, they could rightfully complain to the BBC.

In the video, it is clear who is complaining and so there is no need to pixelate other cars roundabouts.

Regarding the actual story, usually the council notify residents not to park on a road when road marking is to be done and warn them that their car may be moved if they park there. This seems not to have happened and a contractor has turned up to parked cars. Presumably the residents will be notiffied a future date when the lines can be completed. Cock up rather than stupidity.
I don't think it's particularly 'pathetic'. They've turned up to paint the line and rather than going away without doing anything, they've done the bits they could, with a view to completing the job later.
someone painted lines around car once, the residents were on holiday, they had informed the council of this, and anyone else who needed to know, they came back their car had gone and been squished. I can't remember where i saw this but will have a think, both seems pathetic
not the same one, but there are plenty of examples of idiot behaviour by councils or whoever is responsible over parking,

I am intrigued as to why the Council is unable to give notice of line painting in advance, and then fine offenders afterwards.
