"Ms Adams was asked why Mr Keating was given his £375,000 payoff when he had another job to go to, as head of the British Library. She said she was concerned that “if we didn’t pay him to go he would stay” and that would have cost around £550,000."

apparently the BBC Trust's charter enforces separation of powers so that it has no power over payoffs.
same old story, get paid off from one high profile post, pension, move to another high paid job, equally high pension, seems irrespective you are any use to that organisation, be in BBC, NHS, or indeed local and central government.
