I had a traffic encounter with an aggressive black cab driver. It was on a private pathway (unamed and off a main rd road which leads to industrial estates )- can he still be reported to licensing authorities?

Absolutely he can. Did you get the cab's number? The white plate that's fitted to the back would be best, but the registration number would probably do. Was it in London? If so, the Public Carriage Office is the place to which you'd write. It's at
197 Blackfriars Road
Southwark
London SE1

08456 027000 is the phone number, but it'll cost a fortune to ring it.
