I have never, ever, ever posted a link to a Daily Fail article before - but this one is actually very well written and just has me shaking my head and wondering what sort of world we are living in ...

http://www.dailymail....s-failed-parents.html

I guess the worst of it is that I'm not even all that surprised.

At the risk of upsetting some of the people who I usually count as 'on my side', it does tend to make me suggest that we make the buggers pass an exam before breeding ... like I had to before I could adopt a dog !!

Sounds like a bit of both.
Regarding the idea of having a "license to breed", maybe those failing to earn it should be refused pain-relief during child-birth to teach em a lesson :-)
there is no race, age or financial demographic for poor parenting!

rich children can be equally neglected, emotionally if not materially!

And I think that's what this article is saying. Basically parents that can't be bothered to even talk to their children.
