Every chancellor I can remember over the last 40 years has anounced plans to clamp down on tax loopholes, tax avoidance and tax evasion, but the problem still remains. I think this will always be the case and the best any government can hope to do is prevent the situation getting worse.

But I am still not sure how the Treasury every calculates the figure. I can't see an explanation in Gromit's link. Does anyone have a link to a site that explains how the figure is worked out and what the main elements are?
