Viewsonic Viewpad 10Pro - Cannot Open Android

when i click on bluestacks (the android software) from windows 7, it just goes to the android opening screen and the little icon spins as though preparing to open - but nothing happens - no matter how long i wait.

any ideas why?
this is a second hand machine, but new to me.
