Heard this song today - but i remember it over a decade ago - and i'm sure it charted in Top 40 (no lyric find on google) :(

Where did you hear it? If it was on the radio, you might be able to track down the playlist of the show.
Your not thinking of Monyaka - Go Deh Yaka (Go to the Top) are you? It certainly sounds like it from what you have described?!
It was from 1983 originally released in 1983.
