I take it you want to download music via some sort of limewire type file sharing site? You can't. Apple is never going to let you run something like this as then you'd have no reason to use their itunes site! However itunes does do some free music, but it's mostly "promo" sort of thing for unknown / unsigned musicians.

So what about the tunes on tv that u pay for can u still get them on the iphone i also dont know how to get songs as my ringtone any ideas?

I don't get what you mean by ''tunes on tv that u pay for''? You can't put songs stored in the ipod part of your iphone as your ringtone.
