I am trying to remember the name of an animated children's programme shown in the 70s where an owl is reading stories in the woods surrounded by other animals and he says "goodnight" to the viewers before going to sleep at the end? Can anyone remember the name of it please?

Is that the one with the dragon or am I thinking about something else?
I can't find much reference to this in english, but your show sounds like the Dutch cartoon "De Fabeltjeskrant" (Fables Newspaper). From one of the user comments...

"When children go to sleep, a lot of parents say: oogjes dicht en snaveltjes toe, which means shut your eyes and close your beak. This is the last sentence of each episode."
