I don't know if he actually wrote the song but it was performed by Gary Clail and released in 1991.
It was written by gary clail and performed with the on u sound system. it is on the emotional hooligan album.
Tune by Gary Clail and the on u sound system, with Paul Oakenfold on the knobs. Also featuring a very camp looking backing singer, and a big ass studio mixer.
