hard to say the best one, but without doubt "Michael" by Red House Painters has to be one of them.

I would go for Fake Plastic Trees or Karma Police, both by Radiohead.

Tarzan as someone has already pointed out on my behalf I will not be usurped from my position of Popmaster (thank you Ken Bruce).....Travis had been singing this song for a good while before it entered the charts in August 1999 as the album "The man who" was released on 24th May that year.
As you have the Guinness Book I'll concede defeat on Travis. HOWEVER U2 definitely 87
