Is it best to learn with nylon or steel strings

Depends what type of music you want to play. Generally it would be better to start with nylon strings until your fingertips have toughened up a bit, then switch to steel, if you want to play something with a bit of bite.
Start as you mean to go on. If you like the sound of nylon strings, and they can be great, go with them. But if you like steel, and electric guitar, go with that. Bear in mind you shouldn't switch on a guitar, usually built for one or the other.
Generally steel strings are take a bit more effort to make chords ring properly (on acoustics), when you are learning, but if you master the steel string, then nylon will be relatively easy after that. Unless you want to fingerpick Spanish/ flamenco styles then go nylon from the start. That would be my advice.
