Probably refering to their ability to scare and confuse...woohhooo!! There's nothing hard about either diminished or augmented chords on the guitar as you only have to learn the one pattern for each and you can play each of this type of chord for any key as long as it contains the note within the chord it will work...seriously as for what they can do that no other chord can??? Despite being a gigging musician and guitar teacher I can't really think of anything off-hand but then I'm not Satch.
I've been playing for 30 years and they are no different to any other chord. Its where and how you use a chord that is important in a piece of music plus the chords voicing. To use your quote by Satriani' "when used correctly, diminished chords can do what NO other chords can do' The same can be said of any chord
