What is the instrument which is heard in the background on a lot of bhangra tyle music? It seems to have a 'wobble' pulsing sound and reminds me of Rolf Harris!

The sitar is a stringed instrument that produces a wailing, tinny sound, as used in a number of Beatles songs:

I think what you may be hearing are the tabla, a set of two small drums played with the fingers, palms and heels of the hands to make a variety of rhythmic and slightly melodic sounds (tabla are pitched and have 'proper' notes, although not quiet in the western sense):
