OK, this an asnwer to my own question, but i discovered the song is called Summer Jam, by The Underdog Project

O.K I was half right, this IS the song I was looking for. But all the versions i've found so far dont have the "put your hands up" bit at the begining. It must be a special version, I heard it in Turkey.

A1 did a song called "Summertime" about 1999 that started with these lyrics. Perhaps they have been "Borrowed".

yea the under dogg project uses that introduction quite alot. its on the begining of their song "summerjam" and their song "saturday night" theyre both good songs!
