One assumes that you have heard that most films use "actors" to play character parts. However, you have not specified what type of movie you are referring to or who or what is the "they" that you refer to.
Assuming you're not talking about porn films (I think it's a fairly safe bet that they ARE having sex in those!), then the answer is generally no. However, there are a few films that it has been claimed that the actors WERE actually "on the job". Examples that spring to mind (I'm sure there are more) include "The Lover" with Jane March and "Intimacy" with Kerry Fox. Sometimes this claim is nothing more than the studio drumming up publicity, other times it appears that the actors were actually suffering (?) for their art. I'm afraid that you'll have to wait for someone more knowledgeable (or with more time than me to look it up) for specific examples. Also worth bearing in mind is that the fleshy bits you see often don't belong to the actor you are supposed to think it is - some stars insist on a "body double" for intimate scenes, so that they don't have to show their own rude bits. The most recent time I have noticed this was in "The Void" with Amanda Tapping (from "Stargate SG1"), who has managed to avoid dressing up in revealing costumes throughout the SG1 series, but was apparently revealing quite a lot in the film. Some way down the credits, a "body double" is listed for her. Interestingly enough, I didn't notice one for Adrian Paul, who was her partner in the scene in question (bad boy). So to sum up: not usuallly.
years ago there was a rumour going around about Jack Nicholson and Jessica Lange in The Postman always Rings Twice....(the kitchen table scene). Anyone else hear that rumour?
Having full penetrative sex on film is an art form, and requires a series of skills known to a relative few, in proportion to the numbers of actors there are out there. Simply to maintain the correct camera angles,movements and dialogue is hard enough for most mainstream actors - the notion of pretending that you are not under hot lights witrh a camera inches away with upwards of twenty people watching you, and then surprising your co-star with some unscripted rumpy is pretty unlikely! As for professional pron stars, they are just that, professional - it's a whole new way of working, and most actors, indeed most people, are unable to provide the blend of control combined with exhibitinism required. the short answer is, probably no 'sex' scenes are real, which is not to say the actors don't enjoy them, it's just a Rubycon that most wouldn't cross in the course of a mainstream film scene.
in Intimacy they are - this has never been denied (and I've read interviews with Kerry Fox talking about it). The other famous "did they or didn't they" scene is Donald Sutherland and Julie Christie in Nicolas Roeg's "Don't Look Now" (1973)
Further to the rumours listed, when actors are romantically involved these rumours start. For example I heard Tom & Nicole were genuinely 'at it' in 'Eyes Wide Shut.'
I don't know if rja is correct but "Don't Look Now" is one of my favourite films and that scene is one of the most erotic, and convincing, that I have seen.
