I bought a CD single recently which had the video on one of the two discs, as well as two B-sides. Does this count as 4 tracks, and therefore make the CD ineligible for the chart?

The CD is ineligible for the Music Industry Chart Services charts, which comprise all the major charts. Under their rules, a single must comprise of three tracks only, with a maximum running time of twenty minutes. Any additional promotional material, such as an included video, would render this single ineligible for inclusion in the charts.
I'm not sure how closely they therefore stick to these rules, as looking at just a few singles in the shops this week I've noticed that Holly Valance's single, which should be entering at number 1. Has 4 tracks AND a promotional video.
