The only song like that that I can think of is 'Hey Music Lover' by S'Xpress but it was from Feb 1989, so it's probably not that.

It's not Elevations by Xpansions is it?

It was a bigger hit in '91 but was definately released a good few years earlier, cos my sister's mate was the singer!!
