Characters Welcome any ideas what this means

On a couple of the channels that I watch from the USA on the screen is the channel name and Logo and underneath the words "Characters Welcome" appears,also last night The Announcer gave out the up-coming programme then gave the Channel name and followed with C W Any Ideas its driving me NUT's
