Does anyone have any biographical details, dates, photo, nationality?

Compositions by him appear in Boosey's Military Band Journal: solos for Piccolo, Euphonium ("Celia") and Clarinet ("Ilet") - I have the music for "Ilet", the date is 1924, but it's probably a reprint.

Amazon lists books (unavailable) by Lortzing and by Alfred Margis.
