Do you mean what is the best quality you can get for mp3?

mp3 quality is measured in kbps and the higher number the better. I think 320kbps is the best you can get.

But all mp3 files are compressed so lose some sound quality.

For best quality you need a lossless format like flac.

A bit rate of 160kbps is generally regarded as 'high broadcast quality'. Classic FM uses that standard for its DAB broadcasts, to achieve the same quality as on FM. (Radio 3 uses 160kbps and 192kbps). The BBC's pop/rock stations (Radios 1, 1Xtra, 2 and 6 Music) use 128kbps.

320kbps adds little (if anything) to the discernible audio quality of music. (It simply produces bigger file sizes).
