when do i need to change from paper to photo licence i have been told that if none of my circumstances change i can carry on till my 70th birthday

you dont have to change over at all,if you dont want to,but if you move,need pts taken off etc,you will then have to apply for the photo type.

Free if you change address.
There is currently no requirement to exchange a paper licence for its photocard (and paper counterpart) equivalent however there is no way of knowing if some future legislation or EU Directive will arise to make the exchange mandatory.
