no,not if you are a permanent resident in the uk,it must be changed after a certain peroid,i think its 3 yrs,but not sure
Yes, if you have the 'new' style EU Community licence - for three years after becoming resident, or until you are 70, whichever is longest period.

So if you are 69 when you become UK resident - you can drive on your licence until you are 72.

If you are 20 - you can use it for 50 years.
