Saxo oil problem

Saxo 1.1 supposed to take 3lt engine oil without the oil filter. When i put 3lt the indicator(dipstick) shows tha there is more oil than required plus the car does not run smooth plus I have severe loss of performance,(there is a lot of oil in the air filter). When I put 2.2 lt oil the dipstick shows OK and the car runs perfect......
What the hell is happening! Running with less oil can be a problem?

3.0lt of oil is what the engine takes from EMPTY, NEVER put oil in 3 litres at a time, check the level, and then add small amounts at a time until it reaches mid way between the max and min marks on the dipstick, even when u drain the oil there is still oil in the filter and in the sump, this all counts toards the 3lt, don't just put in 3lt, because it says in the book, ALWAYS check the level, and if the pil is above the MAX mark then you should drain out the excess.

You seem to be implying that you put oil in the car a hell of a lot, is it loosing oil?, it's better to run on low oil than on too much, even if the oil is on the very bottom of the dipstick , it is still enough oil for the engine to run smoothly, but too much is real bad, oil is pumped around the enging while it runs, and if there is too much , it strains the pump and gaskets, and everything else, it will be forced otu of places it should never see, like the air filter, you will have to replace that now too.
