1994 FORD Escort 1.6 16v won't start in the cold

I have a 1994 FORD Escort 1.6 16v estate and it never starts first time. Usually I have to turn it over at least 20 times before the engine kicks in, and then it drives fine. It seems the colder the weather the longer the car takes to start. Strange thing is if it starts and I drive somewhere stop for a minute and then restart, the car starts first time - please help !!!

I had a Ford Escort Laser 1.1 and it didn't start for a  whole winter, Ford kept mending it and costing me a fortune but nothing worked.  Then a local mechanic changed the plugs for �5 and it started every every time.  It was brill.  Try it!
I would change the plugs and HT leads, and try that

I have tried swopping the plugs, a strange developement today. I now seems that the electric fuel pump doesn't run everytime the electrics are turned on (as I can't hear it running). Do you think this could mean I need a new pump or something wrong with the elctrics ?
