Registering a vehicle costs nothing

Third party insurance will insure you damaging someone elses car but will cover know damage to your own (if someone else is at fault their insurance will cover it)  The cost depends on age of driver. for learner drivers this can be enormous.  Also depends on the make and model of the car, the more expensive and fast they are, the more they cost!

Cars dont attract stamp duty, in the UK that is for house purchases over 60k

What do you mean by transfer fee???  Never heard of it in respect of cars but I hear in football its pricey!

To get a provisional licence (enabling you to learn to drive) is 38 one off fee.  There is no annual cost.

No claims bonus is as it says, if you dont claim your insurance premium will lower each year.
