Is it difficult for a newly-qualified driver to rent a car?

I think they are more interested in your age than how long you have held a full licence for.
It looks as though there are differing policies. A quick check reveals the following:

The Hertz website says minimum 25 years, and must hold a full licence. Nothing about how long for.

Avis seems to require the licence to be held for a year, and says under 25s attract an additional charge.

Hertz say, "At time of rental, the driver must present a valid national driver's licence which has been held for at least 1 year."

1Car1 say, "All UK residents must produce a full valid British or International driving licence held for at least two years."
