Problem with seatbelt for dog

I bought a dog seatbelt to use in my car but it doesn't seem to be a very successful affair! The poor pup seems to be held too low to the seat and her movement seems to be more restricted than I have seen in other dog seatbelts.
Anyone know what I might be doing wrong?

PS - The make is called Ancol in case that helps.

Have you got it on the right way up? Seriously, I sell these things and the number of people who don't know how to put a harness on is unbelievable. The bit where the seat belt or lead attaches goes in the middle of the back. Make sure the seat belt itself is tightened as far as possible against the seat then put the strap through the loop on the harness. She should be able to sit up but not get off the seat, as otherwise she could fall off if you braked hard.

Thanks for your reply lankeela. I have checked and double checked and I am definately putting it on the right way. It just seems that the part that goes from her back to the seatbelt is always very taut. I checked that I had the right size with the pet shop too.
Could it be anything to do with the seatbelt?
