I am a new driver, 26 years old and male. Can I hire a car even though I have only had my licence for a month?

I think most companies require you to be over 21 and have had your licence for 3 or more years.
There's no law which says that you can't hire a car. However, almost all car hire companies will only have insurance cover for drivers who've held a licence for several years (typically, as Cockney_si suggests, 3 years). If they took on a policy which allowed them to hire cars to new drivers, it's likely that their hire rates would be more than doubled and they'd lose most of their trade.
