Under floor tank on Piaggio 80 Typhoon

My friends son has a Piaggio 80 Typhoon scooter, which has some sort of fuel leak. Under the footboard - on the right - is a flat plastic tank (maybe half-litre capacity) connected to the carb by a plastic pipe of about 1cm bore approx. The pipe is as thick as an adult's finger. What is this tank for? There's no obvious way I for fluid to be pumped up to the carb, so presume it's something to do with overflow or emissions or something. Any ideas anyone?

Is the bike a two-stroke? It's probably the tank for the two-stroke oil that mixes with the petrol
