alloy wheels - offset

Hi all, i am thinking about buying a set of bigger alloys for my car. the offset of the standard ones is 45, the offset on the set i want to fit is 35.
I know they are going to be in a different position by 10mm but not sure which way - will they be closer to the outside of the body or further under the wheelarch thus needing spacers ?.
