security deposit for renting a apartment

can a apartment owner keep my 890.00 deposit, if i decided not to rent the place before the first of the month. if no lease was signed.???

Do you have a receipt for this money? It very much depends on how much notice you gave them that you weren't going to rent the apartment. If you left it until last minute then they can keep a portion of your deposit for the time it has been off the rental market and the time that it will take to find a replacement tennant. My advice is never pay any amount of money until you have signed some sort of written agreement specify what the money is for and have a receipt
