I don�t see why not, the fact of whether or not you have passed your test is irrelevant as far as ID is concerned

a lot of people will not accept it

A driving licence is one of the few things that many will accept as proof of ID

It has your photo on it and address ?

I can't see why not - like dannywells says - the fact you've not passed your test is irrelevant.
