Ford KA, Headlights too bright

The headlights are angled up too high and making people think I am on full beam. The angle adjuster inside the car does not affect the angle at all.

Any tips?

Sounds like the motor or the adjusting thread could be seized or a possible electrical fault that isn't moving the lights.
If you sit with the ignition on but not the engine and move the lights, can you hear the motor whirring as it tries to move the lights?
If not then its electrical and could be something as simple as a blown fuse.
If so then the thread to the headlights may need a shot of some releasing fluid or WD40 or the like.

Thanks for your prompt reply.
Just checked and cannot hear any motor. Checked the fuse which controls that and works ok as it is for the dashboard lights as well, which are working. Any other ideas?
could be a loose cable. If it is under warranty then get it checked out.

Any in depth checks should only be attempted if you know what you're doing.
you can adjust them manually by turning the adjusters on the rear of each headlight. but really headlights should be set to a set measurement using a beam setter which you will find in a garage.
