lane 3 of M6/M42 connector spine

Hi

why is lane 3 of the Connecting link from M6 South to M42 north always coned off? Seems like a waste of time as there is no evidence of subsidence and far more dangerous connectors in the UK (eg where the A1 joins the M1 around Wetherby).
