Try an old toothbrush with washing up liquid and warm water. As you say you can't use anything more abrasive. If they've had it why not replace them. You can get a set of wheel trims for a tenner (plus worth using plastic cable ties to secure them).
take them off the car soak them in hot water and washing powder. use thewindowlean cream (in the pink bottle) to polish them it works great on chrome
The wheel trims you get for a tenner are a false economy - the are made from very brittle plastic and the securing tags soon break after a they've been removed a few times. The original equipment wheel trims are much more plyable hence the additional cost.
I use Cif ( formerley known as Jif ) and a wet rag.
use autoglym car or motorcycle cleaner it is a pink solution just spray it on and leave for a few minutes then rinse its awesome.
