i have recently brought some new wheels and included with the wheels were 4 spigot rings what do these do exactly?

Because the wheels you have bought fit many other vehicles they put plastic rings in with them to take up the gap in the centre of the wheel where it goes on the hub .

it is to widen thew offset so that the wheels do not rub against calipers or drums.
